Overview
The third generation mobile communication system (IMT-2000) is a system proposed by the International Telecommunication Union (ITU) that works in the 2GHz band and is expected to be put into commercial use around 2002. Since 1996, the research on IMT-2000 in various countries has gradually entered a substantial stage, and a large amount of manpower and material resources have been invested in research and development. China has also conducted in-depth research on IMT-2000, and in the later period of the Ninth Five-Year Plan, major topics were arranged for special research and development. As an important part of the third generation mobile communication system, satellite mobile communication system has no doubt its position and function. Therefore, IMT-2000 clearly stipulates that the satellite communication environment should be supported and declares that it is a comprehensive satellite/ground communication network that can work together to meet the extensive business needs of different user density regions around the world, the services provided are complementary and more economical.

Therefore, it is very necessary to study how the satellite mobile communication system combines with the ground communication part in the IMT-2000, and to formulate the relevant framework and standards of the integrated satellite/ground mobile communication system as soon as possible.
